Emilia Sercan, Ph.D.
Emilia Șercan, PhD, is a lecturer at the Faculty of Journalism and Communication Sciences (University of Bucharest) and an investigative journalist. She is teaching Investigative Journalism Techniques or Reporting and Writing courses for the bachelor students, but also Ethics and Academic Integrity course for master students. As investigative journalist, she exposed tens of plagiarism cases in doctoral thesis of prominent politicians and public figures. Șercan published in 2017 the book Doctorates Factory: or How to Destroy a Nation’s Fundamentals. She has a PhD degree (2013) in Communication Studies, with the thesis “Forms of Control of the Communist Press during the Period 1965 – 1989”.
Title of the presentation: Plagiarism phenomenon in Romanian doctoral dissertations
Plagiarism in doctoral theses is a widespread phenomenon in some universities in Romania. The revelations made by media in recent years have shown that politicians, government officials or senior civil servants of the State with high public positions plagiarized in their doctoral theses. Many of them obtained doctoral titles in military universities. The interest in obtaining PhD titles can be explained by some types of benefits: increasing the salary for State employees or obtaining the general rank in the Romanian Army without an exam. Eight years after the first public scandal related with the plagiarized doctoral thesis of the prime-minister Victor Ponta, a real revolution has started in the Romanian higher education.
